Agromyzidae (?) On Horse Chestnut

Over the weekend, while near Henley (Bucks) I noticed that the Horse chestnuts thereabouts were very badly damaged by leaf minors, and while jogging last night in Aldershot (Hants) I noticed my local horse chestnuts were similarly affected (infested?), Does any one know what species is most lightly responsible?

Also I noticed that there is a lot of scarring to the upper leaf, and very little to the lower, and I correct in thinking the lower scar is the 'exit wound'

Please describe the shape of the mines.  Maybe you already know this, but if they are large blotch mines, they may be from the horse chestnut micromoth, Cameraria ohridella.  Put this name into Google and you will come up with lots of images of the mines produced.

Looking at the pictures, Cameraria seems the most likely, but I will have another look. It was wishful thinking that it was Diptera involved!
