Scathophagidae possibly?

This one was a month ago (09/08/19) and I quickly put it to one side. South Devon, damp area with willows and reeds etc by the coast. Now, after another look, I am still just as confused. I have guessed at Scathophagidae but that could be totally wrong.

If that is the correct group, the keys have taken me to possible answers which are all either wrong location or wrong date. So is it possible to reach the family level so that I might possibly be able to work out where I am going wrong.

My best suggestion was Scathophaga litorea.
